Officer Andrew Brown, originally from Orangevale, engaged in the CHP’s Explorer program during high school. In 2017, Officer Brown assumed the role of Public Information Officer (PIO) at the Placerville Area CHP office, serving as a vital link between the community and the department. His responsibilities are diverse, reflecting day-to-day variations. Recognized for his exemplary service, he was awarded Officer of the Year by the Rotary Club of El Dorado Hills in 2020. Officer Brown provided insights into the new traffic laws of 2024. He was assisted by Officer Adam Croxton. More information on any of these passed laws can be obtained at a state website: California Legislative Information. Just enter one of the AB or SB bill numbers into the search field at that site for more information. In an attempt to reduce catalytic converter theft, the legislature passed SB50/AB1519. This bill adds the following to the state code: any person who removes, alters, or obfuscates any VIN that has been added to a catalytic converter is guilty of a misdemeanor. AB413 adds some no-parking zones near crosswalks. In particular, this bill prohibits the stopping, standing, or parking of a vehicle within 20 feet of the vehicle approach side of any unmarked or marked crosswalk. In 2024 only warnings would be issued. Full enforcement starts in 2025. AB436 removes the ability of local authorities to adopt rules and regulations regarding cruising. The other new laws discussed by the officers were: - SB88 - School bus driver qualifications
- SB673 - Adds Ebony Alerts
- AB256 - Vehicle registration violation enforcement rules
- AB645 - Speed cameras will be tested in a pilot program in 6 cities (not in this area)
The CHP officers took several questions. One member asked why CHP cars sometimes zigzag back and forth across all lanes of the freeway with lights flashing. The answer is that there is some hazard ahead and there is a need to either slow or stop all traffic, creating a "traffic break", in order to safely clear up the problem. One asked whether red light cameras were being considered for the intersection of Latrobe Road and Town Center Blvd. in EDH where many red-light violations occur. The officers said that the problem has been much reduced by a change of the light timings. They said they have and will be there for enforcement as needed. |
