Monique Scobey, President, and Mike Grassle, Parks Superintendant of the Cameron Park Community Services District presented us with an update of what is happening in the district.  Jill Ritzman, General Manager, had a conflict and was unable to come.  
The district has sustained an operating deficit in recent years, slowly eroding a Fund Balance that stood at $3.8M in 2015, and is now down to $3.1M.  The CSD is making several changes to address this deficit including staff reductions and making the Summer Spectacular a cost-neutral event by emphasizing ticket sales, volunteers, donations and sponsorships.  One big plan to reduce operating expenses is to add solar panels at many CSD properties to potentially save up to $300K in utility costs.  Further efficiencies are under way in terms of LED lighting fixtures, pool chemicals, water pumps, HVAC and appliances.  A California Climate Investment grant of $336K is intended to make the community more fire safe.  On the revenue side, the District will take steps to annex new residential development in the CSD's sphere of influence.  The Parks and Recreation department will work with a grant writer and a landscape architect to plan and implement improvements.
 
There were some questions from the audience about CC&Rs and enforcement thereof.  A member made complaints about what was happening on a neighbor's property, but got no response from the district's CC&R person.  The answer was that that person was ill for a long spell, and has had trouble catching up.  Bill Hughes recommended putting your complaint in writing.  Monique agreed and recommended checking the CC&R enforcement policy on the CSD's website.

Announcements:
Mike Dugan - Announced the 2020-2021 slate of board officers and directors and described the various functions. With no nominations from the floor, the proposed slate was approved by voice vote.
     - Arrangements have been made to accommodate volunteers who wish to physically work on our park project in Nicaragua.
     - Mike reviewed the upcoming Club meeting presentations.
Dave Crofut - Our Club will no longer be involved in Wine at Town Center. We will have a wine booth at the County fair. Details to follow.
Steve Long - The next bicycle haul date is Tuesday, 1-28-20. Teamsters should be at the County dump at 10:20 AM.
Bill Hughes - Change for Change jars, supporting Polio +, are on the tables. $100 has been collected so far.
     - A video and several news articles have been prepared regarding our bicycle program.
Tom Elken - A sign-up sheet is being circulated for Words of Wisdom, front desk and greeter for upcoming meetings.
Dave Sargent - Hal Young says Happy New Year from Mexico City. He continues to work on our park project for Nicaragua.
Bill Gallant - Bill visited Bob Edwards who is losing his ability to recognize people.
     - $5,215.63 was collected by our Rotarian bell ringers at Safeway for the Salvation Army.
     - An $1,100 cash donation was found in an envelope stuck in the door to the observatory.
     - Bill also commented on the good quality of the food at our meetings.
