Last Meeting: Oct-06-2022: Ted Gaines, State Board of Equalization
Elected in November 2018, Ted Gaines represents the Board of Equalization's (BOE's) First District. He is committed to providing trustworthy and transparent representation for the nearly ten million constituents in 34 counties of northern and eastern California.

Prior to his election to the Board, Ted served 12 years in the State Legislature. He has lived in EDH and Shingle Springs for the past 8 years.  He was lucky enough to have 4 of his daughters bring grandchildren into the world, all last year.

The Board of Equalization is concerned with the property tax assessment process and overseeing the County Assessors to see if they are using similar standards to assess properties.  There are properties in four types of companies that the BOE assesses directly at the state level: Communications, Railways, Gas & Electric Utilities, and Pileline Companies.  The BOE has a budget of $30M annually and employs around 220 people.

Ted and the audience spent a fair amount of time discussing the "death tax" aspect of Proposition 19, passed in 2020.  Properties such as a second home or rental property are subject to reassessment after the owner passes away, typically causing a large increase in property taxes, if the property has been with one owner for a long time.  This issue has generated 380,000 emails to the BOE.  Several members had stories of the pain this could cause in their families.  One thing we learned at the meeting was that a property that gets an ownership change such as moving into or out of a trust could cause a reassessment, potentially resulting in a large increase in property taxes.  We thanked Ted for giving us a lot to think about without getting too political.
